Tom, Happy to see this registration of the sdmx namespace. It looks fine to me except that I stumbled a bit over the section on lexical equivalence. You state that the "urn" and "sdmx" literals are compared case-intensively. Since RFC 8141 §2 states that the URI scheme "urn" and the NID are converted to lower case before comparison [2] you're effectively saying the same thing as the spec but in other words. In the section on identifier resolution you also touch on percent encoding. Here RFC 8141 states that you need to ensure that in percent-encoded characters the digits A-F are upper-case only. My suggestion would be to say that the rules of RFC 8141 §2 apply except that the agency-id label is compared case-intensively.
