A single line of code written by Russ most likely has a deeper impact on Usenet than anything this WG could ever come up with. It's dead, Jim. Even Google abandoned their spaces-in-"Newsgroups:" experiment just a few months ago, and that was a relatively minor change proposed _fifteen_ years ago.
