As you may know, the DTD would not be moved with each vCard XML document;
just like the vCard v3.0 spec is not moved with each MIME Directory encoded
vCard. Instead, the vCard XML document makes reference to the external DTD.
The only DTD elements within a vCard are those components of the original
DTD that are revised within the vCard XML document (e.g., in order to add a
TEL parameter).
