and for LANGUAGE
the property name "LANGUAGE" should appear as well?

Then that means

is not a valid parameter?

I would not have thought that the same would apply to CHARSET & LANGUAGE
since the possible values are not defined within the vCard specification
(i.e. IANA).  Since it is implied that "QUOTED-PRINTABLE" or "BASE64" refer
to an encoding from the specification, the same could not be said of an IANA
registered character set or language.

 From the spec, vCard supports
    NOTE;QUOTED-PRINTABLE:XXXXXX
which use a short version of property parameter.

However, can the CharacterSet and Language use the short version?
