Unicode in vCard21

I was reading through the spec, and I was not exactly clear as to how syntactily I could specify UTF-16BE, UTF-16LE, UTF-8, etc. I noticed that Apple's OSX mail program saves Japanese contacts into UTF16 format when it is dragged to the desktop. I looked into the file and found that the exported VCF card doesn't specify the encoding anywhere. I am guessing that the mail program just checks the BOM (Byte Order Marker) to determine if (1) it is UTF-16, and (2) if it's LE (Little Endian) or BE (Big Endian), but I don't know for sure. I'm going to see if I can get a Japanese Windows up to see what they do. The purpose behind this scheme is to create a library that will support CJK contacts in UNICODE with support for VCF. I'm doing this as a personal project, but then who knows this might be useful to others.
