issue about encoding

Hi,
    Now i'm studying spec of vCard2.1. I comfused with 'ENCODING' of property parameter. If all the non-ascii should be encoded with 'ENCODING'? But  vCard data getted from outlook under chinese circumstance does not show conformance with that assume. The following is part of data:
BEGIN:VCARD
VERSION:2.1
N:李;桂文;;Mr
FN:李 桂文
ORG:美博通信;system
TITLE:工程师
END:VCARD
