multiple vCards in one file

Does Outlook not support grouping vCards with in one file?

I've attached a test vcf file I've been using, it contains two contacts
(Fred & George Weasley). I see mixed results importing the file into Outlook
Express, And Outlook only imports the first contact.

Any insight would be greatly appreciated as I've been banging my head
against this particular wall all day, and frankly... it's giving me quite a
headache.
