Having recently been caught out by this in another document, if you update to use RFC 3629, make sure you also take cognizance of the fact that the later version restricts the UTF-8 UCS character representation to 4-octet sequences rather than 6-octets as previously. This is not a reason to resist using the later spec. But, OTOH, you explicitly wish to retain compatibility with systems that may use the older spec.
