VRRPv3 questions

Hello,
I have the following questions in VRRPv3. Can anyone clarify?
Section 8.2, fourth paragraph:
" - When configuring an interface, VRRP routers should send an
unsolicitated ND Neighbor Advertisement message containing the
virtual router MAC address for the IPv6 address on that
interface."
- Is this even without the virtual routers configuration?. We may or may not have virtual routers configured on this interface after the interface ip address is configured. If we are not going to configure any virtual routers, why should we send the virtual MAC address for the IPv6 address on the interface? If the virtual router configuration is already there and if the interface is coming up later, how will we know that we are going to be MASTER? Is this a special case, when we have to send unsolicited NA with virtual MAC irrespective of virtual router configuration and states?
