I even suggested that this behavior be specified in the IPv4 timers spec when I commented on it last March. But I guess it was lost because I cast it as specifically a solution to the backwards compatibility issue between subsecond implementations and second-based implementations rather than as the more general solution I actually implemented in my own code.
