As per RFC, this is an expected behavior. During the time when RA is in BACKUP state (after no shut), the pre-emption enable/disable status does not impact the state since the priority of the received advertisement packet from RB is same as RA's VR's priority. (The value of pre-emption has meaning in RA only if the priority in the received packet is less than RA's VR's priority) And this is also practically a correct behavior. We do not expect a flipping in the existing router state by adding a new VR with same priority.
