Well, strictly speaking, "preserving the work ... for institutional memory"
is a goal of every working group, right? So what's missing here is exactly
what every working group needs: A reasonably sized & active community of
interest, rough consensus, and person-hours of work to document and iron
out details to create a final written representation. What WEBI has at this
moment are a couple of drafts-in-progress, but apparently not enough of the
previously stated resources to make them RFC-able.
