Call to close group

WEBI has not seen much traffic related to the group's work for quite 
some time.  Both Ian and I have been concerned about the level of 
participation in the group for more than a year; we've tried to 
stimulate interest and have seen some submissions and spurts of 
activity, but little to give us confidence that the group will be able 
to produce the Standards Track work as defined in our charter.

As a result, our suggestion is to close the WG, as per RFC 2418, Section 
4. Please discuss this suggestion on this list;  silence will be 
construed as assent.

Separately, I no longer have time to devote to this WG; I'm paid to do 
things other than caching. If the group decides to disband, I will see 
that process through; however, if the group recharters, or decides to 
continue, I will be resigning, and a new co-chair will need to be chosen.
