Graham,

Are you planning to be in San Diego?  Would you be willing to co-chair the
WG for that mtg, at which we should finalize the answers to the very good
questions you raise and decide whether to fold or go forward?  You seem to
have a good grasp of what needs to be done and would be a good colleague
with Chris, who knows the history.  This wouldn't be a long-term
commitment, but I'm wondering if you can help at this particular impasse?

(Just as an aside, do you normally react better to whining or bribery as
incentive to say yes to a request? :v)
