Not really actually. While the actual transfer is a back-end registry
function, gaining registrars will query the whois of the losing registrar to
capture the identity elements associated with the domain name in order to
ensure that the transfer is being requested by an individual or entity with
the apparent authority to undertake such a request. This is very much a
standard whois query but also a unique application of whois. We do thousands
per day...
