There are no RFC's, but there are a few things going on in this space.

Eric Brunner-Williams submitted a draft to move 954 to historic:

Marcos Sanz has submitted a draft for whois and SRV RRs:

There is also an IETF working group called CRISP that is working on a 
replacement protocol.  The requirements speak to many of the issues you 
have given.
