Privacy considerations may demand that such a trail be created - which, in
turn, implies that before one may make an inquiry that one may have to
provide an identifier - and perhaps be ready to back it up with some kind
of authentication.

Whois is a privacy balance - and so far all the equity stones have been
piled on the requestors' end and not on the data-subjects' end.
