Well, what Randy sais is that what is in use on port 43 is also used 
for other applications that for "domain name issues" and changewi 
that will probably not be acceped by the IETF.

If ICANN for some specific use cases have specific constraints on a 
function they need to provide, they should explicitly list those 
constraints, and then see if what is on port 43 (or LDAP or whatever) 
can be used or not.

I would urge the group working on whois issues to differ between 
"what changes can be made to whatever is on port 43" and "what is 
needed in the application which ICANN have to implement".

If ICANN publish the _requirements_ as for example an I-D, I am 
pretty sure that IETF can help with the evaluation of existing 
protocols and propose what ICANN can do.
