    I think it would be prudent if ICANN publish 
    requirements that this new service should provide before we go into
    protocol design. Many of the highly visible whois services are beholden
    to ICANN regulations and it would be good if we had a protocol that
    matched ICANN requirements.
    
As far as I remember (but I need to dig in the archives), for whois
service for domainnames, ICANN refers to the famous WIPO report,
which says something that whois should provide contact information
for domain name holders in case of conflicts.

Of course, for IP-## whois, for RIPE, ARIN and friends, the case
requirements are different.
