Not any. There are still exceptions which sometimes happen. Even if we 
usually allow only changes by the registrar we have the cases were due to 
court decisions, emergent claims from registrants we are enforced to make 
changes. And therefore it is better if there is a possibility for the 
registry to define a hierarchie of authorisation. This hierarchie can 
contain only one entity but can fit also the needs which at least some 
ccTLDs have,
