Surely domain name and ip assignment info need not be required to be
accessed via the same protocol.  But I hope we can agree that a given
well-known port should only be used for a single protocol.

Given this reality, do you want to ask all of YOUR users to change from
port 43 to some other port?  I know I don't want to undertake an
education of this magnitude for the folks using our (or ARIN's or
APNIC's) servers!

Personally I like the idea of switching into a different mode based on
initial query - we actually do that with our Whois server now.  If you
specify a given option on query, we don't drop the connection after the
reply is complete.  Doing this in a way compatible with all existing
servers may be hard, but I don't think it's impossible.

This, combined with some standard(s) for I/O formats seems like a
reasonable goal, that can bring value to Whois servers everywhere, and
is worthy of love.
