A mechanism that can support a required policy is preferential over one which
cannot, and political geography has been present in the dns for quite some
time. Territorial jurisdictions have been around longer.

Having put onward-transport with jurisdictional integrity into the marketers
profile exchange mechanism because of an oddly similar policy constraint, I
know it can exist within the onward-transport of registrant "profiles", with
all the personally identifying information they entail.

In your role of panel co-chair, I suggest you chat with Roger Clarke and
suggest to him that privacy in the .AU market, or in the regional market,
is satisfied by "anti-spam volume checks". He may surprise you and mention
the OECD guidelines, or even the phrase "data protection". Having read his
work on gaming, I know he'll see the jurisdictional issue.

In an effort to keep two lists from being further entangled, I'll stay to
the RRP side of the fence, except to write a "privacy considerations"
section to any whois draft needing one. Others of course may do so as well.
