Just a general observation, there are a ton of non-IETF standards that have
normative refs to older RFCs (I don't know how many industry standards still
reference draft-nourse-scep-23, to take one extreme example).  I don't know if
this is the case here since the submitter didn't provide any background for
why the change was needed, but if it's required to clear up a problem with
another standard that references it then it may be worth making the change.

Admittedly 2459 would be a bit of a stretch...
