There's no need for that in the protocol.

It very well might.   But that doesn't mean that it can't be done.
This is up to the implementors to decide.   Nothing requires that
the host use the same address on all interfaces - if an implementor
decides that using a different one on every interface is the easy
way to avoid problems, then that's fine.   But some other implementor
may decide to do it some other way.

The protocol works whichever decision they make, this restriction isn't
needed (and wasn't any of the other of the dozen times this has been
discussed).

Reject this change.
