The reason for having three probes is to mitigate the effects of undetected loss. Most links like 802.11 and 802.3 have some low-level loss detection to mask some (but not all) losses. If the link could guarantee to report or recover from *all* losses, there wouldn't be any undetected loss, so one probe would be enough.
