Isn't this over-cautious ?

After all, Francis (as the customer) wouldn't be liable if there were
some kind of breach.  The risk is mostly of inconvenience.

I would recommend having bank accounts with multiple banks, so that if
your bank gets messed up somehow you are still able to carry on with
your life until it's fixed.
