If it is going through some kind of reasonably even-handed collection agency, and not going straight into the RIAA/BPI/etc coffers, then that is something quite different, because it permits other people than the old guard to set up in the music biz and perhaps survive and perhaps (according to merit) make a good living. Then we potentially have something more like healthy competition. I dare say you have several more arrows available that you could use to shoot this one down, though. I also see aspects that seem quite problematic from my perspective. However, perhaps it would be good if someone with some balanced ideas *could* get something workable flying. Maybe these proposals won't do the job, but maybe something better will evolve from them.
