Dear David, Thanks for raising awareness on this issue. It appears that once more legislators are trying to pervert Intellectual Property beyond their mandate. I know from my research into the Berne Convention that this proposals violates 3 important principles. (mentioned explicitly) 1) It allows re-classifying of public domain works. This is forbidden under The Berne Convention. 2)It violates the exclusive rights of authors to exercise control over their work by any means and in any form. 3) It unfairly prejudices the rights of the author Do the legislators ever read the treaties they have already signed?
