I've had a bit more feedback from a contact in Germany on this issue.
He suggests that perhaps Universal is attempting some kind of a minor
publicity stunt to get back some customer goodwill by switching away
from the problem formats.  However, as was pointed out here on the
list, it appears that Universal Germany is still required by Univeral
International(?) to corrupt the international artists' releases.

It is interesting that this is seen as a radical step by Universal in
Germany, perceived as Universal breaking ranks with the other labels.
Corruption of audio releases has been near complete in Germany, a much
worse situation than in the UK, with many strange home-brew formats
tried by smaller labels trying to save money on MacroVision/SunComm/
Sony's corrupt-format license fees.  In other words, a very messy
situation.
