Not more than a guess, but the last step might be the problem. Try to leave cpufreq out (or reverse it, patch -R) and see if that helps. If so, see if there's a way to configure it so that it does not break your audio decoding. I didn't use it so far, so I don't have any experience...

BTW: did you try running your decoder without output cache? That way, it should use the CPU more continuously which might keep the kernel from scaling down.
