In case anyone cares:
I was curious about the fan behvior myself, so I took a close look at
the DSDT. It appears to me that it's not controlled by the acpi
subsystem at all so no amount ACPI patching will fix this behavior.
There are no methods to controll fan speed in there.
It looks like this is essentially what IBM told you.
