Ok, this is now:
debian:/proc/acpi/thermal_zone/THRC# cat polling_frequency 
polling frequency:       300 seconds
(and the same for the THRS)

With the combination of switching the SpeedStep settings and having the
polling working (or maybe it's just the SpeedStep settings) the fan at
least isn't on all the time anymore, it cycles through being off and on
quietly. Almost quiet enough to go to the library without being totally
embarassed. ;) 

The curious part is that in windows the fan is virtually
*never* on. It'd be on every now and then for a few seconds, but it
definitely wasn't running all the time. I'm not sure why it's different
under ACPI4Linux.

It's not that I want to change 80C, it's more that I want the fan to
respect 80C. Unless I am misunderstanding how it's supposed to work. The
fan controls must be related to the thermal state of the computer,
somehow. Why I don't understand is why the fan thinks it needs to be on.
Even now, after a night of being off and a (what I think is a) modest
temperature of:
debian:/proc/acpi# acpi -V
     Thermal 1: ok, 46.0 degrees C
	 Thermal 2: ok, 42.0 degrees C

The fan is still on (albeit it quietly and perhaps even quieter than
yesterday when I started playing with everything). If I were in windows the fan
wouldn't be on at all at this point. And by the end of this email the fan
is now on all the time and not cycling at all--even though the polling
frequency is now set to 300 seconds (I even set it to 5 for a bit to see
if I could notice some kind of cycle).
