Suspend-to-ram (S3) MUST have a development kernel - it is implemented using swsusp, but won't happen in 2.4. S1 _should_ work on your Inspiron, so if it doesn't I would suggest that it IS in fact a configuration or BIOS problem. S3 probably isn't supported on the i2600 - it isn't supported on my i2500. Do "dmesg | grep supports".
