Could you please try this patch:

This patch completely re-works the partly broken ACPI cpufreq support [among
other things].
Also, these so-called "Performance States" are a late addition to ACPI and
were only introduced in version 2.0. In some BIOSes you can select whether
to enable ACPI 2.0.
In addition, several BIOSes are broken with regard to ACPI "Performance
States". So, if your notebook chipset is from Intel, you might want to try
the "speedstep-ich" cpufreq module.
