What definitely works is cpufreq, available as a patch against 2.4 and integrated in 2.6. That allows even further throttling -- down to 600MHz on my 1300MHz processor. I'm not sure whether writing to .../performance should do anything -- it doesn't seem to, here. Another option would be setting the user limit: $ echo -n 5:0 > processor/CPU1/limit As far as I understand, that should throttle the CPU to state 5. It doesn't seem to, here, however.
