RH7.3 Killall problems

Hi There, I've got a very high priority server that has been up for about a 120 days, I use apache for all my MRTG statistics, I made some changes to the apache config and tried to restart the proc but it wont, kill -9 `cat /var/run/httpd.pid` dont work, even on some other procs, I know a reboot can fix it, but if there is a solution for this I would appreciate it!??
