Adding Users

Hi All The problem is that when I connect to my SUN LINUX 5.0 machine through console I am able to add users and also check the run level of my machine, but when I connect to it remotely( telnet) , I cannot perform the above mentioned tasks !!! Kindly get this issue solved Your kind responses are welcomed.
