SUMMARY: pint quotas (aka print quotas)

Thanks to Mike for his input about printbill, and David for pointing out
that I meant to talk about printing, not beer.

I have decided to go with PyKota.  Here's why: It works with cups, whereas
printbill and printquota only work with LPRng.  We already had all the
printers set up with cups, and I didn't feel like redoing everything.
PyKota was also really easy to set up.

PyKota is lacking in its web interface, but I have spoken with the
developer, and it looks like I have found myself another project.

Printbill had some really cool features, like ink calculation, but set-up
seemed a little more cumbersome.  It also requires all users print
postscript.

printquota seems still a little too immature to use in such a high volume
environment such as ours, but I did like the fact that it would use either
postgresql or mysql.
