Kernel Module

I am trying to load ip_wccp.o module with standard installation of Red Hat 8.0.  I have the kernel development tools installed.
 
Command:  insmod ip_wccp
Error Message: Using /lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o
/lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o: /lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o is not an ELF file

I add the line /lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o: to module.dep file.
 
Command: modprobe ip_wccp.o
Error Message: /lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o: /lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o is not an ELF file
/lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o: insmod /lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o failed
/lib/modules/2.4.18-14/kernel/drivers/net/ip_wccp.o: insmod ip_wccp failed

 
I have a feeling that ELF is the problem, however I have never seen ELF error message before.  I did a search on goggle, plenty of messages with the error not one solution.  If anyone knows the answer or can better assist, it will be greatly appreciated.
