Hot Backup Problem

Hello all!
            I have got stuch up with a problem on which even after searching
through google
for days. I couldn't get any solutions.

The Description:
            I have a mail server running quite a number of packages with
virtual domain.
Besides me there is no one in my organisation to troubleshoot it. Sice it will
be going
live, I have created a hot back up of the system which synchronises itself
with the
main server after a stipulated period of time.

The Problems:
1.    My main server has a redundant card which I have configured with the
same IP but
which does not start on boot. I would like to find a way to activate the card
as soon as
the first card stops responding.
2.    Since 2 cards are configured with the same IP in case of server failure
I would like that
the hotbackup automatically configures itself with the same IP and starts
responding
