It is a RedHat/sshd issue. Can be fixed either setting ulimits in
/etc/init.d/sshd or Setting "Use Privilege Separation No" in
sshd_config

Thanks also who pointed me to /usr/src/linux/Documetation/fs.txt for
understanding parametres in /proc/sys/fs
