How to log attempts to root owned files

Hi Admin;s, I have been trying to find a pam_xxxx.so or third party software that will put attempted tries by non-authorized users of getting into files like /etc/shadow and other root only files to a log showing who and when tried. Does anyone know of software that will do this. I am look at this for Fedora Core 2 & 3 installs on Dell Gx260 and Gx280 PC's Thanks, > Paul A.
