Thanks to Brian Miller who replied (the only reply I received) and who
said inter alia:

"Actually, the cache_mem setting has nothing to do with how much
memory squid will use.  It only affects how much memory squid will
reserve for objects users are currently trying to retrieve.  8MB is a
good amount, unless you will have a lot of users downloading at once.
I wouldn't adjust the default unless you see a reason to."

On another mailing list where I asked the same question somebody
suggested that I ook at "oops"
(http://zipper.paco.net/~igor/oops.eng/) as an alternative to squid
and somebody else replied that my intended setup looks fine.
