I filed a similar bug (#218) and in the course of rambling on about what I'd observed, I think I figured out the problem. In my case, I had 3 primary partitions allocated, and one extended. I deleted one of the primary partitions to give it space, and here is what I THINK is happening: It allocates the swap partition. It is now out of primary partitions, and (in my case at least), the extended partition has no space. Is it plausible that on your system it is running out of the ability to allocate more primary partitions? If you had all primary space, try making the free space an extended partition. It may be smart enough to allocate both swap and filesystem partitions within an extended partition if handed one on a silver platter, but not much smarter than that. I'm not sure there's anybody home -- it's been a while since I filed my bug and you've been around for a LOT longer.
