Description of Problem: Whilst playing around with various features on the
installed distribution, I noticed the output of the command "man -k init"
printed [] character-pairs with no chapter numbers.  This is different from
other Linuxen.

Version-Release number of selected component (if applicable):
# rpm -qf $(which man)

How Reproducible: 100% (always)

Steps to Reproduce:
1. run "man -k init" after an install

Actual Results:
