changelogs on packages

Guys, let's try to start putting meaningful information in the 
changelogs so that people will know what (if anything) changed in the 
new package;  if it's a new version, what's new?  what's been 'fixed'? etc.
If it's nothing more than copying the developer's list of changes into 
it, that's worth something.

I think we can make our own lives easier by doing this since it will 
help get things tested more quickly and thoroughly.
