RE: NOTICE ON FUND MANAGEMENT, PAYMENT & GRANTS

It is of good interest that the African Development Bank Group and the
African Development Fund, during the 40th Annual Meeting of the Board of
Governors of the African Development Bank and the 31st Annual Meeting of
the Board of Governors of the African Development Fund which was held in
Abuja, Federal Republic of Nigeria from Wednesday, 18 May to Thursday,
19 May 2005, that a lot of issues relating to finance was discussed and
thus outlined in the website; http://www.afdb.org.

Thus, during the meeting, an important issue was discussed which
concerns you. The issue is thus, it was noticed that a lot of people
both Africans and non-Africans are being owed in one way or the other
for one reason or the other in by the an African Bank or Security
Company. To this effect, a consensus was reached during the meeting to
attain to these debts.

It is under this note that all the African Banks where given a one week
mandate to forward to this Headquarters a comprehensive list of
Individuals, Organizations and even Companies that have transacted a
business through there bank or organization but in one way or the other,
the payment was left hanging. 

As such, your name was among the list but detailed information on this
would remain a secret to us until you could be able to prove beyond all
reasonable doubts that such money belongs to you. Documents relating to
this payment would be needed in due course as such; you are required to
keep them together.

Sequel to this verification and thus approval/payment exercise, you are
required to furnish us with the following information of yours immediately,

1.  Your full name
2.  Your full address
3.  Your Telephone, Fax & Mobile numbers
4.  Contract sum
5.  Contract no (If any)
6.  Name of Bank/Security Company that handled the previous payment on
your behalf, its address     and contact numbers.
7.  Any other relevant information that would be necessary in
facilitating this payment would be of advantage.

The information listed above must be provided before an attention would
be given to your correspondence. Be informed also that on confirmation
of this payment, it would be disburse immediately within the next 7
working days as instructed.

As a clue, this concerns solely people that might have had a business
transaction in the past with an African by way of affirment as the next
of kin to a beneficiary, beneficiary of a particular sum, apparent hire
to a legacy and also contractors that executed a certain contract but
have not received their contract sum etc. All we need is to let us know
of your involvement in such business and thus back it up with all the
necessary documents issued to you earlier regarding this transaction by
the organization concerned.

Please if you know that you have not had a transaction previously in
