Yes, I understand the diferent usage of a web forum and a mailing list...
The usage of a usenet forum is similar of a web forum and easier to integrate 
with a mailing list system, I think because of that, KDE uses usenet and I 
think there's another strong reason, and that is, law.
I think that the 'webmasters' of a web in Germany are responsible for 
everything published in their webs, and that includes a forum, so, there 
should be a moderator reading all the messages and aproving them, because if 
someone breaks the law in one message, the webmaster is responsible... be 
aware and be careful.
