[LAD] Scala file interpretation

Hello all, Anyone familiar with Scala files ? After reading <https://www.huygens-fokker.org/scala/scl_format.html> one questions remains. For scales with 12 notes in an octave, to which note does the first (implicit ratio 1.0) pitch refer ? I assume this is C, not A. That would mean that a software instrument having a control to set the absolute 'A' pitch should shift the entire scale so that the 'A' pitch is the one set by that control. Is this the correct interpretation ?
