[ANN] TackleboxModeling

Neural Amplifier modeling inspired by Jim Lil's "Tacklebox" [1]. This is=

not polished code at all. I was just interested if this simplistic=20
approach to amp modeling somehow transfers to artificial neural networks.

In short: It seems to work ok and allows an efficient implementation=20
using partitioned convolution which the included LV2 plugin shows.
